Minneapolis’s municipal election is Tuesday, November 5, 2013. Polls open at 7 a.m. and close at 8 p.m. Polling stations for precincts in the 13th Ward are at:

Election Day Registration

If you are not pre-registered, you may register to vote on Election Day at your polling place. The requirements for election-day registration are explained here.

Absentee Voting

You may vote prior to the election in person at City Hall or by mail if you will be absent from your precinct on Election Day (and for certain other reasons). You may vote absentee now and until Monday, November 4. If you vote by mail, your ballot must be received by the city elections office by Election Day. Absentee voting is explained here.

Ranked Choice Voting

Minneapolis has adopted Ranked Choice Voting. The process of voting and counting votes is explained here.

I wholeheartedly support the efforts of the MSP FairSkies organization. I have been working to connect elected officials and other candidates to the FairSkies cause this year, and bring your handouts with me as I doorknock across the 13th ward. The best thing our community can do as a whole is to stay organized on this issue.

Ongoing, I will work to support the MSP FairSkies coalition goals of “equal distribution of airport noise across all neighborhoods, firm noise and pollution limits including the amount of environmental impact over homes, schools and parks, and expansion of alternative airports and regional rail that will alleviate the growth pressure on MSP.”

If elected, I will utilize my position representing you on City Council to advocate for an Environmental Impact Statement (more in-depth than an Environmental Impact Study) by an independent group using CNEL (Community Noise Equivalent Level). Also, I will ensure we fill the airport expert position that is budgeted but not currently filled at City Hall (since the death of Merland Otto in 2011). This position is a lobbyist position that I can work with across different levels of government, on statewide strategies, help us to expand the future use of runway 17, and effectively work with the FAA. I’ll continue to meet regularly with MSP FairSkies representatives and help give this cause voice in every way possible.

You can count on me to make minimizing airport impacts a top priority. I will be your advocate for fair solutions on these issues.

Last evening at Burroughs School, Linea Palmisano shared her priorities for the 13th Ward and Minneapolis. Linea – the DFL-endorsed candidate for City Council – participated in a debate with other council candidates. Here are a few of her remarks:

“One of my top priorities is holding the line on property taxes. To ensure that Minneapolis is a welcoming place to all, property taxes must be reasonable and must not drive folks out of Minneapolis. We need to grow the city in smart and sustainable ways to expand our tax base and reduce burdens on homeowners, renters and businesses.

Education has been a huge part of my life. I understand through my work founding NAVIGATE, a college program for immigrant students, that increasing the graduation rate and quality of education for our growing diverse student population is essential to making our city great. My efforts as your council member will be directed to helping our schools deliver a first class education.

While folks know that Southwest Minneapolis is one of the safest parts of the city, they are concerned that EVERY part of our city has good public safety. That response times from police and fire are prompt and that our police department is accountable and well-trained.

The environment is one of my passions and one that has driven much of my volunteer work in our community. I believe better multi-modal transit, clean water and better energy options will continue to make Minneapolis a competitive city and are goals our residents share.

Constituent service is one of the most important parts of being a good city council member. It’s important for a council member to get out of City Hall and into the community often. I’ll continue to be at neighborhood meetings, festivals and events, and issues meetings. My office staff will work hard to make sure your calls are answered personally and ensure inquiries are returned within 48 hours. I’ll bring development proposals out early to neighborhoods, and ensure all viewpoints are heard in the process.

You deserve a council member who acts with integrity. You can count on knowing where I am on an issue. You can also count on me to be open-minded and seek a lot of input before I make a decision. We may not agree on issues 100 percent of the time, but people have a right to know where I stand and how I make decisions. It is the best way to honor everyone’s views and perspectives.”

October 15 is the deadline for making your second property tax payment in Minneapolis and the rest of Hennepin County. You will either write a check, transfer money, escrow funds, or your landlord will take a portion of your rent to pay property taxes.

Much of your property tax payments go to Hennepin County and Minneapolis schools and parks. Minneapolis depends on property taxes (and Local Government Aid from the State) to fund General Fund functions such as fire and police and public works.

In the last decade, homeowners, renters, and businesses have seen steep increases in property taxes. Fortunately, in the last couple of years, property taxes have evened off for many.

As I talk to 13th Ward residents, and make my own tax payment, I’m keenly aware of the burden of financing local government.

I want young families, baby boomers and seniors to be able to stay in the city and not leave because of property tax increases.

As your Council Member, I will work to make sure that our taxes are fair and predictable, and that we receive good value in city services (public safety, garbage, snow plowing and road construction and maintenance) for the taxes we pay.

I will look for efficiencies and innovation in our budget and city services to get the best value for our tax dollar. I will use our community’s values, 15 years of private sector experience, and my MBA training to serve you in that effort.

Looking into the future, we must increase the city population and density in appropriate places in order to grow our tax base.

Hi Everyone,

Linea’s son Charlie here! I’m only two but I was really excited when my mom decided to run for Minneapolis City Council. She is a great mom, so I think she will be a great Council Member too.

Her birthday is coming on Sunday, September 29th, and I want to give her something she needs. So I’m taking my mom door knocking, and I’m hoping all our friends will join us.

Can you help talk to people in the Ward about my mom and the election? I want everyone to know how great she is.

We’ll meet first for a brief training on Sunday September 29th at noon before pairing up to knock on doors (I get to go with my mom). Then we’ll all come back for birthday cake!

Residents want to know that when they dial 911 in an emergency they will receive a rapid fire or police fire response.  In serving as an EMT, and later working in the disaster recovery industry, I understand the importance of a rapid response.  And, while Southwest Minneapolis is a relatively safe place, we read all too often about youth and guns and children in the crossfire within our city.  We must work to make all neighborhoods safe places to live, work and play.

Linea supports increased staffing for our Police Department

Currently we have 840 sworn police officers, down from 893.  Fire crews often operate with three instead of four crew members on a truck.  Our public safety forces are aging and it is crucial for us to hire and train new recruits.

In his proposed 2014 budget, the Mayor would fund new firefighter and cadet classes and Community Service Officers.  This is a good start.  And, I support increased staffing for our Police and Fire Departments so we have a full crew on fire trucks and a fully-staffed Police Department.

In enlisting new recruits, let’s make sure our public safety departments better reflect the population in Minneapolis.  I have and will continue to support initiatives to promote cultural competency training, community engagement, prompt handling of complaints, and accountability.

I am proud that Minneapolis Firefighters Local 82 and the Police Officers Federation of Minneapolis stand with me in my campaign.

I’m proud to announce my recent endorsement by SEIU MN State Council (Service Employees International Union).  SEIU represents the workers who provide care and support for our community in hospitals, nursing homes, schools, child care and the Twin Cities largest public and private buildings.  With 30,000 members statewide, SEIU is Minnesota’s fourth largest and fastest-growing labor union.

This is our sixth labor endorsement.  Minneapolis Building Trades, Minneapolis Firefighters Local 82, Minneapolis Regional Labor Federation AFL-CIO, AFSCME Council 5, and the Police Officers Federation of Minneapolis stand with me in my campaign for City Council.

I support the work that unions do to ensure fair wages, good working conditions, and steady jobs for their members.  Good jobs and pay help city residents afford housing and create a stable home life to raise their children and guarantee their steady attendance at our public schools.  Union jobs, particularly those of SEIU members, also help our diverse city residents achieve the American Dream.

Two recent developments at City Hall should benefit 13th Ward residents in years ahead.

Energy Goals.

On August 16, the City Council decided not to place an initiative on the November 2013 ballot to authorize the city to establish a municipal utility. The Council’s resolution declared that “energy should be affordable for Minneapolis ratepayers, reliable, resilient to external shocks in the face of a changing climate, efficiently delivered and used, and should come from increasingly renewable sources.” The city will negotiate new franchise agreements so that the city and its energy providers work in partnership to meet these goals.

Mayor’s Budget.

On August 15, the Mayor delivered his proposed 2014 budget to the City Council and community. The budget would fund 30 new police cadets and 20 Community Service Officers. The budget would also fund three new classes of firefighters – 45 total in 2013 and 2014.

The Mayor’s proposal also supports cultural competency training and community engagement for the Police Department. With an increase in Local Government Aid, the Mayor’s budget calls for a 1% reduction in the city’s property tax levy.

These policies – progressive energy goals, not city takeover of utilities; an investment in public safety resources; stable or reduced property taxes – should benefit 13th Ward residents, and I support them.

In years ahead, I support additional funding for our Police and Fire Departments so we have a full crew on fire trucks and a fully-staffed police department.
